[VOTE] Qpid Dispatch Router 0.5 RC3
This is the vote thread to approve RC3 as the final Dispatch 0.5.
The only change from RC2 is locking around the SASL configuration of
outgoing connections to avoid the issue described in PROTON-989.

Checked sigs, licence+notice, built agaisnt Proton 0.10, ran the JMS
client HelloWorld example gainst it.

Tested SSL w/client authentication and EXTERNAL, link route to broker.

Tested with proton python examples and qpid-cpp examples, including use
of PLAIN authentication.
