Stephen Duncan as committer

Stephen has been quite helpful with regards to the maven build and has
expressed a longer term interest in the overall project.  I'd like to
nominate him as a committer (partially because I'm clueless about maven
:-) ... and because I think his input has been valuable :-)..)  Here's
my +1.
