Attributes containing a definition name with no type in a different locale are not resolved

The problem arises when two definitions are defined in a locale different from the the default.
If the first definition contains an attribute that contains, as a value, the name of the second definition, the attribute is not correctly evaluated to be of DEFINITION type.
