   Unfortunately this change if ported directly breaks `dist-kvstore tests CPU` test on v1.3.x release branch, thus the introduction PR https://github.com/apache/incubator-mxnet/pull/13121 had to be reverted with https://github.com/apache/incubator-mxnet/pull/13228.
