The class definition in RunTimeStatisticsParser.java says RuntimeStatisticsParser (RunTime vs Runtime) so the patch doesn't compile on OSs where file names are case sensitive.

I would say that this is not a utility for JDBC, but instead some utility for SQL language.
As for a test for the test code, not sure about that. :-) We don't have tests for the other test methods, such as assertFullResultSet(), so why would we need tests for this utility? And then how far do we go, do we need a test for RuntimeStatisticsParserTest ? :-)

Attached patch adds RuntimeStatisticsParser.java to parse isolation out of Runtime statistics.
JDBC.getRuntimeStatisticsParser(Statement s) method to return the parser to the test.
RuntimeStatisticsParserTest tests the functionality. I put that right in the junit directory but am not sure if that is the right place for it.

Just for reference: the work for DERBY-2487, once completed, may allow the RuntimeStatisticsParser to retrieve required information by executing queries against system tables, which seems a tad cleaner than trying to parse the current query plan string. I don't know exactly how that will work just yet, but I thought I'd include a pointer to the relevant Jira for tracking purposes...
