sandbox/active breaks rulesrc plugins

So I was noticing that my sandbox plugin isn't working.  Doing some digging,
it turns out that the loadplugin line:

loadplugin Mail::SpamAssassin::Plugin::Sandbox::felicity sandbox-felicity.pm

is in 72_active.cf, and not 70_sandbox.cf, therefore my sandbox rules are read
in before the plugin is loaded, so ifplugin fails.
