### User environment
Pulsar Version: 4.0.7
OS: Ubuntu 24.04
Java: OpenJDK 21.0.8
### Issue Description
Tried to enable stateful functions by editing the bookkeeper.conf on all bookkeeper nodes as described here: [https://pulsar.apache.org/docs/4.0.x/functions-worker-stateful/](https://pulsar.apache.org/docs/4.0.x/functions-worker-stateful/)
After saving the file and restarting the bookies, the port 4181 is not open.
When starting up the bookie I can see the following config setting below "org.apache.bookkeeper.proto.BookieServer":
> "storageserver.grpc.port" : "4181"

This configuration is needed in `conf/bookkeeper.conf`:
```
extraServerComponents=org.apache.bookkeeper.stream.server.StreamStorageLifecycleComponent
```
