Same for 2.x.x.x range.
It looks like SpamAssassin considers some ranges that were previously reserved
or not in use as "illegal".
However, due to IPv4 exhaustion more and more of those ranges are in use now.

(of course addresses above 224.x.x.x remain illegal)
