problem in accessing link

Let me thank you at the outset for answering my question.
 
1 I installed Tomcat 4.1.8; runs successfully. can see the tomcat home
page (first page index.jsp)
2 Added admin role and manager role to tomcat-users xml file. 
3 can login to <Tomcat administration> page
4 but whenever I click <Tomcat manager> link, I get the following error
message

HTTP Status 403 -

type Status report
message 
description Access to the specified resource () has been forbidden.
  _____  


Apache Tomcat/4.1.18

 
I would like to know the problem.
