Can I force changes to be detected as a conflict on specific files?

  When doing an "update" svn will detect overlapping changes and create the files:
    filename.mine
    filename.rOLDREV
    filename.rNEWREV
   
  Can I have svn detect any changes to certain files as overlapping changes?
   
  I would like to do this for:
    resource.h
  and
    myapp.rc
  files.
