[RESULT] [VOTE] Release Apache ShardingSphere (Incubating) 4.0.0-RC3 ROUND 4

Although we saw some ups and downs along this release voting, finally the vote to release Apache ShardingSphere (Incubating) 4.0.0-RC3 has PASSED. Here is the vote result,
