I added another pull request related to the Windows launchers, for HiDPI support, here: https://github.com/apache/incubator-netbeans/pull/883 . The launchers built fine on Windows/Ubuntu WSL, though I didn't include the binaries in the pull request--I assume there's a special process for that.
I noticed that the new launchers (netbeans64.exe and app64.exe) open up a new console when double-clicked in windows explorer. Might this be a recently introduced bug?
