The UDDI api relies heavily on user input.  The UDDI v3 specification contains lots of details about what it expects from the structures passed to the api.  Based on these details, a validation layer should be created that gets passed the top-level api structures and validates the input.

This is closely related to juddi-138 as any validation errors will throw a DispositionReportFault and thus pass through the error framework.
