Java don't stop when I shutdown.

Hi

When I excecute ../bin/shutdown.sh all the Java Threads stay alive. When I 
start again new Threads are started. And so on..

What could cause this?

I am using Tomcat 3.1 on RH7 with SUN JDK1.2.2 -native threads.
