### What feature or improvement would you like to see?
Following the [discussion in the mailing list](https://lists.apache.org/thread/88msflnwkkw8t81czs2ndqhkn1fb1pxd), `cursor.execute()` should decide, based on a new `is_update` field in `ActionCreatePreparedStatementResult`, whether to execute the query using `CommandPreparedStatementUpdate` or `CommandPreparedStatementQuery`
