  - Replace jetty-all from jetty 7 with needed jetty 9 artifacts
  - Update API usage from jetty 7 to jetty 9 while keeping same behavior
  - leave comments in for API use that no longer exists in jetty 9 (I think)


This first patch gets through {{mvn -DskipTests install}} working on tests now.
