[I] Expose opendal S3 options for anonymous access [iceberg-rust]

Currently it isn't possible to build FileIO that can read public Iceberg tables.
This can be achieved quite easily by simply exposing [two opendal S3 config properties](https://github.com/apache/opendal/blob/21839be3ef3c6c89ba83a6cd09e78c21ced56d92/.github/services/s3/minio_s3_with_anonymous/action.yml#L49-L50)
