Problems with release 4.0.1 of 15th October (on Windows)

After unbundling the "zip" into my PC, I started Catalina.
The "localhost_log.2001-10-15.txt" has the floowing errors:

2001-10-15 16:50:05 ContextConfig[/manager]: Missing application 
web.xml, using defaults only
2001-10-15 16:50:05 StandardWrapper[/manager:default]: Loading container 
servlet default
2001-10-15 16:50:05 default: init
2001-10-15 16:50:05 StandardWrapper[/manager:invoker]: Loading container 
servlet invoker
2001-10-15 16:50:05 invoker: init
2001-10-15 16:50:05 jsp: init
2001-10-15 16:50:05 Internal Error: File /WEB-INF/web.xml not found


Similarly for /examples, and hence I am unable to run the examples.

Was this an oversight or am I missing something.
