The previous RCMES regridding code was ported over into the ocw.dataset_processor.py package and the plan has been to move off the old implementation and use the _congrid() function in the same package instead.

This issue is to take this #TODO comment and make it into a workable JIRA issue.  The final implementation will need a full suite of tests.
