[PR] Add XMLLayout fuzzer [logging-log4cxx]
AdamKorcz opened a new pull request, #451:

This adds a fuzz test for `XMLLayout.format()`. I have set it up so that it also works with Log4CXX's OSS-Fuzz integration, meaning that when this gets merged, the fuzzer will start running on OSS-Fuzz.
