   so if I understand correctly, this is what you are doing.
   created a table w/ 0.7.0 with very high archival configs. and so archival did not even kick in, bcoz, you did not have 1000 commits in your table at all. 
   and now,  you tried upgrading to 0.9.0 with lower archival configs. i.e. 29,30 ish. and now you are facing the issue. 
   
   As I mentioned earlier, I could not repro this with 0.10.0. I will once again give it a try w/ table created in 0.7.0 and see what happens. Essentially I will have to retry the upgrade to mimic your use-case. 
   In the mean time, if you have tables created directly w/ 0.9.0 or 0.10.0, do you encounter any issues w/ archival. 
   And can you tell me if you have enabled "hoodie.metadata.enable" in any of your tables.
