The list of mirrors is available via http://www.apache.org/dyn/closer.cgi.

Mirrors are asked to update no more than 4 times per day, typically only once or twice per day. Mirrors which go down are notified and removed from the list after some period of time.

It should take no longer than 24 hours for releases to appear on the mirrors.
