Maybe spam?

There is no reason to have a second darkula LAF: http://plugins.netbeans.org/plugin/73032, which I think does nothing special, with no extended stuff from the original one. I will wait, what the author says but I think it is spam or what ever. We should be aware of it, only to let you know that.

The binaries are absolutely identical. So it looks like somebody is
just playing.

The copycat should be removed from the Plugin Portal. Really no reason
to have it there.
