[PR] [ISSUE #3071] Add cross-instance Topic configuration comparison [rocketmq-dashboard]

## Summary
- add a read-only Topic configuration comparison drawer for two RocketMQ instances
- load complete paginated inventories and classify Topics as matching, drifted, source-only, or target-only
- compare only stable configuration fields while excluding runtime counters, timestamps, and instance-specific data
- support source/target swapping, field-level details, status/search filters, and filtered CSV export
- add Chinese and English UI text plus focused utility and component coverage
## Design boundaries
This feature deliberately does not copy, synchronize, or mutate Topic configuration. It compares topic type, namespace, read queues, write queues, and permissions. Message counts, TPS, update timestamps, and record identifiers are excluded because they are expected to vary between instances and would create false drift.
Requests are guarded by a monotonically increasing request identifier so an older response cannot overwrite a newer comparison.
## Verification
- `pnpm test -- --run`: 108 test files, 848 tests passed
- `pnpm run lint`: 0 errors; 11 pre-existing warnings outside this change
- `pnpm run build`: TypeScript and Vite production build passed; 8031 modules transformed
- scope check from common base `6772afccebccbdf1965fdf47d0b82dd80697c034`: 6 files, 932 additions, 0 deletions
- `git diff --check`: passed
