The logical relation of different require directives is undefined. It depends 
on the particular implementing module and on the authoritative behaviour and 
whether the requirements are spread over more than one module.

Please don't focus yourself too much on mod_auth. It's not the only module and 
starting with 2.1 in will no longer exist. (splitted there into a bunch of 
modules).
