I pulled a comment about requiring a logger in the solr base test class for proper async logging shutdown. I suppose I should check that doesn't apply anymore in some strange, obscure way, but it's been an incredibly long time since async loggers have even been shutdown explicitly - this change corrects a check that looked for a log4j 1.2 log manager to even attempt a shutdown and only the log4j2 log manager is present, and so the shutdown was not even called.
