The comment for the column SYSTRIGGERS.TRIGGERDEFINITION in the reference manual is
'body of CREATE TRIGGER statement'

This is somewhat misleading, the actual value stored is the text of the SQL statement for the action only. The description should be something like

'Text of the action statement'
