The DeclarativeScheduler can be enabled via a custom system property.

The SchedulerNGFactoryFactoryTest contains 1 test that checks the default value for some option is returned if it was not configured, which fails if the system property is used.
I'd suggest to remove the test because it doesn't seem that useful to me.
