[UI-support] CLOUDSTACK-741 global granular parameters

Hi ,

The UI support for global granular parameters( zone/clusters/account)  is now available in asf/master. People involved in QAind and documenting can pick this feature up.

UI  support for storage pool as a global granular parameter has also been added  now.  Please pick this feature up for testing and documentation.
