I'm not sure. I don't even know what I was doing when I noticed it, given how long ago it was. Probably best to add a test, or check if one now exists.

> When an AMQP message has no header section, or has a header but contains no explicit value for the durable field, the spec defaults the value to being false / non-durable. If a message is received by the broker without a Header section, it currently gets persisted despite this.
