[PR] HDDS-15977. Remove mountpoint-s3 [ozone-docker-runner]

## What changes were proposed in this pull request?
Remove `mountpoint-s3` from the runner image. HDDS-15876 removed ozone-csi, so the S3 FUSE mount support is no longer used by anything in the project.
- Drop the `MOUNTPOINT_S3_VERSION` build arg and the `RUN` layer that downloads and installs the `mount-s3` RPM.
- Drop the `fuse` package from the `dnf install` list — `mountpoint-s3` was its only consumer.
- Update the stale `# CSI / k8s / fuse / goofys dependency` comment to match what is actually left (`csc`).

Thanks @Eason09053360 for updating the patch. I'm testing the image in Ozone CI and found some [failures](https://github.com/adoroszlai/ozone/actions/runs/32732284968) that I need to investigate before merging this.
