Module Controller and Timer

I want to apply a Gaussian Random timer as a child to the module controller such that the timer fires after all the actions (samplers) in the module are done. What I found out instead (I think) is that the timer is firing after every sampler call in the module. Is this a feature or a bug? or am I doing something wrong.
