Are you designating your port in the localhost URL, such as :8080?

A closer look reveals that I'm getting a 400 (bad request) from
Apache.   I'm making the request to
http://localhost/soap/servlet/rpcrouter

Interestingly enough, I can access http://localhost/soap/admin, so it
appears that apache is correctly mapping the space.  I can't find
anywhere the "rpcrouter" is set in a configuration file.

No.  That creates a much different response (it works).  Why is it be
necessary? Apache is on 80.
