   At least for the large, common endpoints hit by Traffic Portal: Delivery Services and Servers.
   
   When using Traffic Portal, every time you navigate back to the DS or Servers page, it re-requests the entire file from TO.
   
   If we add `304 Not Modified` support to these endpoints, Traffic Portal will be drastically faster, every time you click back from a DS to the list of all DSes, or Servers.
