   @onlyphantom @pwn1  I was able to build the R bindings from source and the created tar is [here](https://github.com/anirudhacharya/MLProjects/blob/master/mxnet_1.3.0.tar.gz) 
   you can install it using the command ``R CMD install mxnet_1.3.0.tar.gz``
   
   You can check [this page](https://github.com/jeremiedb/mxnet_winbin) for installing binaries for Windows.
