question about the internationalization

Is it true that the Struts framework only facilitate
internationalization with Unicode or UTF8 encoding
method? In other words, it is not possible to use
different encoding methods for different locales.
For example of the locale and encoding pairs

en_US iso8859_1
en    iso8859_1
zh_TW BIG5
zh_HK BIG5
zh    BIG5
zh_CN GB2312
