problem with fop servlet

hi,
  i am trying to generate pdf files from the server side.  i am using apache 
webserver
jakarta-tomcat 3.2.1 and
fop0.14
  i put the fop.war file in the webapps directory of Tomcat.  but while 
running i am getting an error.  could someone tell me what exactly is the 
problem.
  the error is as follows

I assume that you are using fop0.18 and not fop0.14


The WAR file as it stands in Fop-0.18.1-DEV does not seem to contain the 
fop.jar within it. After installing your WAR file create a directory  
...../webapps/fop/WEB-INF/lib (NOT the location I told you about in an earlier mail)
and copy fop.jar to it plus all the other jars which are needed (ie everything in 
the lib directory...)

Restart Tomcat.

That should get you going...
