HTTP Cookie Manager doesn't work

I added a HTTP Cookie Manager to my thread group (as described in the manual) 
but the recorded session does not record any cookies. when i select the HTTP 
Cookie Manager, the list is always empty. the tested websites (with cookies) 
doesn't work with JMeter, for this reason.
