"dev" profile is just to make sure developer could easily load all apps in development mode. So we should move all application-specific dependencies into "eagle-topology-assembly" and let "eagle-server" depend on "eagle-topology-assembly" in "dev" profile, and always keep "eagle-topology-assembly" as single source of truth to assemble different applications' topologies.
