Timing for 9.0.0.M3

All,

Now we believe that today's OpenSSL issues don't affect us, I plan to
tag 9.0.0.M3 fairly soon. I want to check a few things around the
Encoder caching and the other connectors first so I'll probably tag
9.0.0.M3 tomorrow morning. Once that release vote is ready to go, I'll
start on 8.0.x.

I quite like knowing which branch they were reported against. I tend to
use that as a guide as to how far to back-port it.

There are some older ones that we should probably close as WONTFIX since
they only affect 6.0.x and we can be fairly sure we aren't going to fix
them between now and the end of the year.

I think redirection fail logging issue needs to be addressed
https://bz.apache.org/bugzilla/show_bug.cgi?id=58768

It was asked on the mailing list twice.
Reminding, so it does not fall off radar.
