It works for me on Linux Debian, using Karaf 2.2.0.

Could you check your ~/.karaf/karaf.history file ?

I no history between sessions and an empty ~/.karaf directory on linux
(ubuntu) too.

I can see ~/.karaf  but not ~/.karaf/karaf.history

My linux is Centos 5.5
