[Bug 6367] MISSING_SUBJECT hits every mail

Seemed to be my own problem. I played with following rule

header COBA_SPAM_TO               To =~ /frank\.urban@example\.com/
describe COBA_SPAM_TO             SPAM to SMTP
score COBA_SPAM_TO                0.1

and this time I got the  MISSING_SUBJECT on every mail...
