Same as https://issues.apache.org/jira/browse/AMQ-3954

The JMSUsecaseTest clearly intends to test non-persistent delivery, but nowhere in the test is it actually doing that. Turn the logging to trace and watch that the messages are always being sent persistent even in the non-peristent tests.
