error run struts in VAJ4.0 why?

When I run struts in Visual Age for Java 4.0 got error 

ServletInstan X Uncaught init() exception thrown by servlet {0}: {1}
                                 "action"
                                 javax.servlet.ServletException:
javax.xml.parsers.FactoryConfigurationError


Any one know why
