I found an open meta-JIRA issue about this at https://jira.atlassian.com/browse/JRA-4517 that makes it seem impossible to change this. I left a comment there and asked about work-arounds, but am not very optimistic about it. One idea is to create a dev-list user and adjust their email settings and have them get emailed instead of using the "Single Email Address" option in the Notifications settings.
