In TestDataStreamNetty, testDataStreamSingleServer() and testDataStreamMultipleServer() do not use a MiniRaftCluster.  Let's move the to DataStreamClusterTests.  After the move, all the remaining tests in TestDataStreamNetty are mock tests.
