After commit of "AMBARI-4499. Add support for marking hbase RS instances as DRAINING before decommission" founded issues:
1) After recommission absent regions rebalancing
2) In case of 2-node cluster. If decommit and recommit RS on one node and decommit RS on another node, decommission has failed due time out (removed only one region)
