Mock tests for HTTP server

Hi dev@trafficserver,

At dinner last night, I was mentioning to some folks the test suite
that we've been using over on Serf (http://code.google.com/p/serf/)
called MockHTTPinC.

Lieven has it up on GitHub at:
https://github.com/lgov/MockHTTPinC

You can see some examples of it used by Serf at:
https://code.google.com/p/serf/source/browse/trunk/test/test_context.c

It's all ALv2-licensed and largely written by ASFers, so have at it.
I'm sure Lieven would happily accept PRs on GitHub; and you could also
use Serf as an HTTP client if you wanted to run real tests.
