Post rebase changes look good for the most part. Your branch does have a few failing unit tests. I've pushed a branch [here|https://github.com/bdeggleston/cassandra-accord/tree/repair-review-2] with some minor cleanups and feedback (in the {{TODO (review)}} format)

To this end, we will introduce a gossip-like mechanism for communicating knowledge about the replication status of known transactions.
