We should move the RS-RS index writes for the PhoenixTransactionalIndexer to postBatchMutateIndispensably the same way we did for non transactional tables in PHOENIX-3789. This is somewhat trickier for transactional tables because we don't put the index edits in the WAL so we don't have an easy way of getting them back in the postBatchMutateIndispensably call.
